Program
"Deliberation in the small municipality. How to incorporate deliberative methodologies in participatory processes in the small municipality" is a session organised by the Cooperativa Raons Públiques with the support of the Diputació de Barcelona.
The session aims to exchange ideas and experiences between technical teams from public administrations and participation professionals to promote deliberative processes in municipalities of between 10,000 and 80,000 inhabitants.
The programme of the meeting will aim at exchanging experiences among network members, defining standards of good practice, and updating the network's roadmap.
The programme of the meeting will aim to deepen the knowledge among members of the network, exchange experiences, doubts, knowledge, and establish a roadmap for the network.
When and how to ‘privilege’ the voice of those affected in deliberative spaces and processes. Positive discrimination is a key instrument to promote equal opportunities and positive freedom for historically disadvantaged groups, but is it fair to treat certain population groups differently in order to make them more representative? Doesn't this clash with our idea of democracy?
This workshop will deal in an experiential way with the notions of positive discrimination and deliberation in enclaves based on the work carried out by Quim Brugué in Olot under the title ‘Discrimination in access to housing. What are we talking about and how to combat it’ and “Migrant Dialogues”, a project facilitated by Platoniq with the participation of various anti-racist activist groups, as well as the NGO BCNActúa.
How to improve the input of scientific-technical ‘expertise’ in the information phase of a deliberative process.
How to choose the relational sample (based on a mapping of actors present and their relationships, and a subsequent draw). Handling dilemmas and multilevels. Weighted voting
Presentation of conclusions, contrast and enrichment of the content generated by the working group.
How can the commitments be followed up by the members of the Assembly and by the actors involved in the dilemma? What role should the limited partnership play? Based on real experiences and cases.
Following the World Citizens' Assembly model, the workshop seeks to deepen the idea of an Assembly agenda for the Spanish state, but in a laboratory format.
Key findings of the OECD report developed in collaboration with Arantzazulab. The report shares a framework and strategies on ways to institutionalise deliberative democracy. This session will briefly present the contents of the report and open a reflection on ways to disseminate this approach in public institutions.

The Platoniq Foundation's School of Creativity and Democracy proposes an intensive training programme in alternative democratic practices, based on experiments with deliberative assemblies and the creation of digital content that triggers social dialogue. The aim is to prepare for active participation in democratic processes and to contribute to a model of citizen participation.
A six-month training, based on itineraries according to speciality, whose activities will focus on consolidating alliances with civic organisations, carrying out promotional campaigns and disseminating knowledge to improve democratic innovation. All this, to prepare citizens to exercise their rights in the digital environment in a universal and egalitarian way, to provoke communities and individuals to engage in collective and civic actions for a fairer society and to prepare future generations to participate in the co-design of ethical futures.
The school project is made possible thanks to the support of the Open Society Foundations.
Citizens' Assemblies represent a groundbreaking approach to democratic governance. They bring together a diverse group of citizens, randomly selected to reflect the community's demographic makeup, to deliberate on important policy issues. Through a structured process of learning, discussion, and consensus-building, participants produce informed and actionable recommendations. This method enhances democratic legitimacy, fosters civic engagement, and ensures that a wide range of voices are heard in the policy-making process.
The Autumn School on Citizens' Assemblies is an opportunity to gain real-world skills and actionable knowledge to start your deliberative journey. For two days, you will hear from international and local experts on best practices and case studies while working in groups with other professionals and civil servants to make for a collective learning experience.
FIDE is partnering with Deliberativa to organise a new edition of our capacity-building schools. This event is supported by the Barcelona City Council within Barcelona European Capital of Democracy and organized with the collaboration of Platoniq, Red Delib and Ampliando Democracia.
